Birinci Dünya Savaşı Sırasında Çin’den Fransa’ya ve Türkiye’den Almanya’ya İşçi-Öğrenci Gönderme

Yabancı ülkelere öğrenci gönderme ve oradan uzmanlar ve öğretmenler getirme, 19. yüzyılda bütün gelişmekte olan ülkelerin başvurduğu temel eğitim hareketlerinden idi. Öğrenciler, genelde Avrupa ve Amerika’ya, daha sonra Japonya’ya gönderilmiş; uzmanlar ve öğretmenler de oralardan getirilmiştir. 20. yüzyıl başlarında benzer kaderleri paylaşan Çin ve Osmanlı Devletinin tarihlerinde Birinci dünya Savaşı sırasında iki benzer olay gözlemlendi. Çin, özellikle Fransa’ya çok sayıda öğrenci, işçi ve işçi-öğrenci gönderdi. Osmanlı Devleti de savaş ortağı Almanya’ya çok sayıda öğrenci ve işçi-öğrenci gönderdi. Savaş sona erince biten bu projelerin sonuçları da birbirine benzer oldu. Binlerce işçi ve öğrenci, yabancı ülkedeki eğitimlerini tamamlamadan, para kazanamadan ve bir şey öğrenemeden hayal kırıklığı içinde ülkelerine geri döndüler. Her iki ülkede de sonuçta aşırı sol siyasi hareketlere katılımlar ve daha sonra esas ülkelerinde gelişecek olan komünist partilerin kurulması durumları ortaya çıktı. Bu hareketler arasında farklılıklara bakıldığında, Türkiye’den Almanya’ya gönderilen öğrencilerin çoğu, şehzadeler başta olmak üzere zaten ülkede üst düzeyde olan sivil ve askeri yetkililerle zenginlerin çocukları idi. Çin’den Fransa’ya gönderilenler ise tam tersi olarak yoksul ailelere mensup çocuklar idi. İşçi olarak gönderilenler Çin’den sözleşme ile tam işçi olarak gönderildi, Türkiye’den ise çırak sıfatıyla genellikle yetimhane çocukları gönderildi. Her iki proje de hedefine ulaşmadan Birinci Dünya Savaşı’nın bitmesiyle sonlandırılmak zorunda kalındı.
